Acctually, this is not a lot work, when it is done like in ALUGrid or dune-fem. 
Our solution is to have the licence added make doing a make dist. This way the source is not poluted 
with unnecessary stuff and for all source released the licence agreement is there.  

With dune the only problem is, that also the svn is available public. But I would not like the idea of having the 
licence agreement statically in all source files. This way change are almost impossible to achieve.
