So I guess, we don't neccessarily need the full disclaimer in every file,
although that would be preferably to be extra-safe.  As I read it, all we need
is something like

  Copyright (C) <years>  <name of author>
  Copyright (C) <years>  <name of other author>

  For information on licensing and the absense of warrenty see <FILE>.

In principle FILE only needs to contain the text of the GPL, include pre- and
postamble.  But it is probably a good idea to disclaim warrenty again in a
prominent manner.

The big work here is probably gathering all the author information.
