I guess that distributing broken tarballs is also not desired...

IMO it would make sense to release a 2.1.1 version of all modules for 
independent reasons, i.e. to avoid confusion for users. The following dialog 
is quite possible:

Developer: what version of DUNE do you use?
User: I use 2.1.0

Even though the problem might be dune-common and that could be either 2.1.1 or 
2.1.0.
