[Dune] location of m4 tests

PSurface and Grape in dune-grid is fine, isn't it?
ALGLIB was there because it was needed for some of the quadratures
( lobattoquadrature.hh , gaussquadrature.hh ) -
so now it should probably be in dune-geometry.

Dear Dune,
I stumbled upon the location of m4 tests. I thought that a 
test
should be in the very module which uses the test results 
first.
But dune-istl does not provide any tests for external 
libraries.
They are all in dune-common like BLAS, LAPACK, SuperLU. 
dune-grid
provides test for ALGLIB, PSurface and Grape.
What's the reason that linear algebra library tests are in
dune-common? Can we move them?

Can we rename dune_tr1_headers.m4? I would expect that it'd be
called cxx0x_array.m4 (or now cxx11_array but that is another
story).
I hesitate to do the change by myself because I don't have an
xlc compiler for a Blue Gene within reach to test it.
