I can't reprocude the problem. On my system it works:

christi at sansibar:/tmp/foo$ DUNE_CONTROL_PATH=.:/tmp/INSTALLDUNE/ ./src/common/bin/dunecontrol print
WARNING: ignoring installed module file
  /tmp/INSTALLDUNE/lib/dunecontrol/dune-common/dune.module
using previously found locally built module
  /tmp/foo/src/common/dune.module
dune-common
