[Dune] Problem linking parmetis with cmake

Hi Aleksejs,
your option file relies on the autotools -> cmake
translation of configure options and you should switch
to passing cmake options directly.

Besides this your problem may be related to FS#1532.
In order to check this, you can remove your build
directory and try if the dependency is found by
configure afterwards.
