[dune-fem] Planed release 2.4

Dear Dune-Fem users/developers

As desided in Heidelberg we will create a 2.4 compatible release.
It's version will be 2.4, to be consistent with the core modules.

A release branch is created and can be tested. I will create a release
tar ball during the next days.

If there is still something missing, which needs to be put into the
release, please let me know.
