[dune-pdelab] boilerplate in pdelab release

Hi,

there seems to be a slight inconsistency in the pdelab release. Pdelab
contains the header dune/pdelab/boilerplate/pdelab.hh with a source
code comment that one can learn how to use it from
dune-pdelab-howto/src/convection-diffusion/tutorial.cc. Unfortunately,
that one is not part of the pdelab-howto release. Intention?
