[Dune] Parallel GridFactory

The question to this is a definite no.
It is being discussed in FS777. I guess we could change the behaviour of
ALU so that each process inserts all elements and with rank>0 this
is simply ignored but:
how to distinguish this from generation a pre partitioned grid?
