Even if such an algorithm existed I would probably object to using it.  Naively I would expect all elements in, say, a triangle grid to have the same orientation (counterclockwise, actually).  This implies that at a common edge the two local triangle sides have opposite directions.  However the test requires that both directions match the direction of the global edge.  That cannot be if all triangles are oriented the same way.  Hence I agree with Carsten in that the test should be removed.
